The former GDR State Council building at Schlossplatz 1 in Berlin-Mitte was constructed between 1962 and 1964 as the seat of the highest governing body of the GDR. Since 2006, it has been home to ESMT Berlin.
In 2005 and 2006, the building was extensively renovated to establish the campus, with work focusing on the east wing. Preparatory work on the west wing has been underway in recent years. With funding from the Federal Government Commissioner for Culture and the Media (BKM) and additional support, the restoration of the west wing is now moving forward.
The project is a key step in completing the campus transformation while preserving one of Berlin’s most significant architectural landmarks.
Restoration of the west wing
The project focuses on preserving the architectural character of the building while adapting it to the needs of a modern business school. This includes the careful restoration of historic interiors, the integration of modern teaching and learning environments, and the creation of flexible spaces for academic and public events.
By combining heritage conservation with future-oriented development, the project continues the transformation of a former center of political power into a vibrant hub for international business education.

The former State Council chamber
The former State Council chamber is the most politically significant space in the building. Originally designed to reflect the function of the room, it features wood paneling, a Gilo ceiling, and an etched wall relief by Fritz Kühn. The original mural symbolizing the political ideals of the GDR will be fully preserved.
In its future use, the space will become an auditorium that fosters open dialogue and exchange, reflecting values of freedom, collaboration, and international engagement.
The former screening room
Historically, the screening room was used to review films for political approval before they were released to cinemas across the country. The room remains largely intact, with its original wood paneling, acoustic elements, and ceiling preserved.
In the future, the former screening room will retain its historic character while taking on a new purpose. It will be transformed into two fixed-seat lecture halls that will serve as spaces for teaching, the exchange of knowledge, and new perspectives.
